Large Sculpture

1. All Qualifications and Comprehensive Rules apply.
2. All sculpture designs must be submitted to the WBC for approval by February 26, 2010. Only approved designs will be allowed to be constructed on site. All designs will be held in strict confidence.
3. Based upon the design sketch submitted by the competitor, the WBC Competition Officials will work with the competitor to determine the actual space that will be available. Some alterations to designs may be necessary.
4. All sculptures must be constructed on site during official competition construction hours. Any framework that can be completed within the official hours designated for competition construction must be built on site. There is no preconstruction allowed. For example, no preinflated balloons, double-stuffed balloons, Fantasy Flowers, precut foam board or other signage, etc. Pipes and rods for framework may be precut and prethreaded, but not prebent.
5. If there’s a component of a sculpture framework that cannot be completed within the official hours designated for competition construction, the competitor must ask for an exception after registering to compete (by February 26, 2010) and before April 1, 2010. WBC Competition Officials will review the design plans to determine whether an exception can be made. All decisions regarding preconstruction will be made at the discretion of the WBC Competition Officials and are final.

7. Building of sculptures will commence at 9 a.m. on Wednesday, April 14, 2010, and conclude at noon on Thursday, April 15, 2010.
8. Sculptures may be floor-supported and/or rigged from above. Competitors MUST request approval for “above only rigging” by WBC Competition Officials at time of entry submission.
9. A list of materials used and their wholesale cost is required for each entry. Competitors must complete and submit an official Entry Form to the WBC Competition Officials by noon on Thursday, April 15, 2010. Competitors must also complete and submit an official Cost Card to the WBC Competition Officials by 4 p.m. on Thursday, April 15, 2010. Entries will not be judged without a completed Entry Form and Cost Card.
10. All sculptures must remain on display until 3:30 p.m., Sunday, April 18, 2010. Competitors are responsible for the disposal of their entries on Sunday from 3:30-6 p.m. If competitors are not there by 3:30 p.m., the WBC reserves the right to dispose of sculptures at its discretion and will charge competitors up to $100 for clean-up and disposal.

Competitors must also complete and submit an official Cost Card to the WBC Competition Officials by 6 p.m. on Wednesday, April 14, 2010. Entries will not be judged without a completed Entry Form and Cost Card.
7. All sculptures must remain on display until 3:30 p.m., Sunday, April 18, 2010. Competitors are responsible for the disposal of their entries on Sunday from 3:30-6 p.m. If competitors are not there by 3:30 p.m., the WBC reserves the right to dispose of sculptures at its discretion.

6. Competitors must complete and submit an official Entry Form to the WBC Competition Officials by 1 p.m. on Thursday, April 15, 2010. Competitors must also complete and submit an official Cost Card to the WBC Competition Officials by 1 p.m. on Thursday, April 15, 2010. Entries will not be judged without a completed Entry Form and Cost Card.

1. All Qualifications and Comprehensive Rules apply.
2. After registering to compete (by February 26, 2010) and before April 1, 2010, competitors must get approval from the WBC Competition Officials for any components manufactured by another source that are intended to be used in an arrangement.
3. Competitors will be allowed to preassemble their entries prior to displaying them for judging. A work room will be provided (location and hours to be announced).
4. Completed Table Arrangements must be delivered to the Grand Hall between 7:30 a.m. and 10:30 a.m. on Friday, April 16, 2010.
5. Competitors must complete and submit an Official Entry Form to the WBC Competition Officials by 10:30 a.m. on Friday, April 16, 2010, along with their entry piece. Entries will not be accepted or judged without a completed Entry Form.
6. Display space is limited to 18" (45.7cm) wide by 18" (45.7cm) deep by 14" (35.56cm) in height. Other vertical objects (like helium balloons) that do not obstruct sight lines may be added with no width or depth restrictions. The entire piece, including the base and any component above the base, must not exceed 72" (182.88cm) in height.
7. The completed arrangement must be easily viewed from all sides and easily transportable. Arrangements cannot require electrical components. Battery-operated components are allowed; however, batteries must be replaced daily.
8. A list of materials used (including any rental items) and their wholesale cost/rental fees (not to exceed a combined total of $25) is required for each entry. Competitors must complete an official Cost Card and submit it to the WBC Competition Officials by 10:30 a.m. on Friday, April 16, 2010. Entries will not be accepted or judged without a completed Cost Card.
9. Helium, nitrogen, air machines, heat sealers, and ULTRA HI-FLOAT balloon flight extender will be provided by the WBC in the competition work room. Balloon product and any other equipment, including glue guns, will not be provided. Spray painting is not permitted in the work room or in hotel guest rooms.
10. Entries must be designed to last for a minimum of 60 hours. Helium balloons may be refreshed only at times designated by the WBC. All centerpieces must remain on display until 3:30 p.m., Sunday, April 18, 2010, unless prior approval has been given by the WBC Competition Officials for early removal. Competitors are responsible for the disposal of their entries on Sunday. If competitors are not there by 3:30 p.m., the WBC reserves the right to dispose of arrangements at its discretion.
NOTE: Judging and photography will take place at random times and may require moving of entries by WBC and “Balloon Images” staff.

1. All Qualifications and Comprehensive Rules apply.
2. After registering to compete (by February 26, 2010) and before April 1, 2010, competitors must get prior approval from the WBC Competition Officials for any components manufactured by another source that are intended to be used in a bouquet.
3. Competitors will be allowed to preassemble their entries prior to displaying them for judging. A work room will be provided (location and hours to be announced). Completed bouquets must be delivered to the Grand Hall between 7:30 a.m. and 10:30 a.m. on Friday, April 16, 2010.
4. Construction time (not to include design time) should not exceed 1/2 labor hour. If the bouquet appears to the WBC Competition Officials that it could not have been produced within that time, points will be deducted.
5. Display space is limited to 15" (38.1cm) wide by 15" (38.1cm) deep for the base or anchor. The entire bouquet, including the base and any component above the base, must not exceed 84" (213.36cm) in height.
6. The completed bouquet must be easily viewed from all sides and easily transportable. The bouquet cannot require electrical components. Battery-operated components are allowed; however, batteries must be replaced daily.
7. A list of materials used and their wholesale cost (not to exceed a combined total of $30) is required for each entry. Competitors must complete an official Entry Form/Cost Card and submit it when they deliver their entries to the WBC Competition Officials on Friday, April 16, 2010. Entries will not be accepted or judged without a completed Entry Form/Cost Card.

Theme: None Entry Limit: 20

1. All Qualifications and Comprehensive Rules apply.
2. Competitors must check in by 1 p.m. on Friday, April 16, 2010. An official Entry Form must be completed and submitted to the WBC Competition Officials at the time of check-in. Competitors will not be allowed to compete without a completed Entry Form.
3. Competition will commence at 1:15 p.m. on Friday, April 16, 2010. Competition will take place in full view of the Official WBC Competition Judges and WBC delegates.
4. Balloon figures must be constructed from latex balloons only; no other materials may be used. Adhesives and marking pens are allowed.
5. A weight, stand, or other support piece may be used for stability and display purposes.
6. There is no preinflation or preconstruction allowed.
7. Entertainment is not a component of this competition.
8. There will be a 12-minute time limit. Air pumps are allowed and must be supplied by the competitor.

1. The Official WBC Competition Judges will be selected from among the WBC 2010 instructors, QBN program members who’ve earned their CBA designations, WBC sponsor employees, and WBC staff.
2. The Official WBC Competition Judges will determine the winners of the following competitions: Large Sculpture, Medium Sculpture, Deliverable Sculpture, Table Arrangement, Delivery Bouquet, Balloon Column, Balloon Figure, WBC 2010 Master Designer, and New Artist of the Year.
3. If an entry is found by the WBC Competition Officials to violate one or more of the Specific Set-up Guidelines in its category, it may be disqualified from the competition. However, that piece may or may not remain on display at the discretion of the WBC.
Official WBC Competition Judging Standards
Large & Medium Balloon Sculptures
The Large and Medium Balloon Sculpture entries will be judged in the seven categories listed below. Each category will have equal weight with criteria as follows:
1.Principles & Elements of Design: Does the piece illustrate effective use of color, harmony, balance, etc.? Are all design elements in sync?
2. Proportion & Scale: Is each component of the design in proportion to all other components relative to the overall design concept?
3. Construction & Mechanics: Are the framework and all design components durable and stable? Do motion, lights, illusions, etc. work correctly? Do all design components have a professional finish and appearance?
4. Originality & Uniqueness: Does the design convey a sense of freshness, newness of style, or a concept created along new or unconventional lines? Creative expression is not necessarily practical or easily reproduced.
5. Overall Visual and Artistic Composition: Does the piece elicit a positive response and provide artistic appeal?
6. Attention to Detail: Are all mechanics hidden?
7. Adherence to All Rules, Regulations, & Guidelines: This includes time deadlines for construction of entries, completion of Entry Forms and Cost Cards, preconstruction guidelines, dimension restrictions, etc. (This category will be evaluated by the WBC Competition Officials, not the Official WBC Competition Judges.)

The Deliverable Sculpture entries will be judged in the 10 categories listed below. Each category will have equal weight with criteria as follows:
1. Unity & Harmony: Do all elements seem to belong together, resulting in a single statement or effect? Does each element complement and coordinate with the others in shape, color, texture, etc.?
2. Proportion: Is each element in proportion to all other elements and to the piece as a whole?
3. Clarity of Sentiment: Does the sculpture clearly state the sentiment so that it is immediately apparent what the occasion is?
4. Visual Impact: Does the sculpture have strong visual impact so it demands attention when it’s brought into a room?
5. Ability to be Transported: Is the design easy to transport and present to the recipient?
6. Color: Are the colors pleasing? Do they coordinate? Are they compatible?
7. Mechanics: Is the design stable and durable? Are all mechanics hidden? Is there attention to detail? Does the work meet professional standards? Do hand-drawn and hand-lettered elements have a professional finish and appearance?
8. Overall Composition and Principles & Elements of Design: Does the sculpture elicit a positive response? Was it constructed with a strong sense of design?
9. Originality & Uniqueness: Does the design convey a sense of freshness or a concept created along new or unconventional lines?
10. Adherence to All Rules, Regulations, & Guidelines: This includes time deadlines for construction, completion of Entry Forms/Cost Cards, preconstruction guidelines, dimension restrictions, etc. (This category will be evaluated by the WBC Competition Officials, not the Official WBC Competition Judges.)

7. Mechanics: Is the arrangement stable and durable? Are all mechanics hidden? Is there attention to detail? Do hand-drawn and hand-lettered elements have a professional finish and appearance?
8. Overall Composition: Does the piece elicit a positive response?
9. Originality & Uniqueness: Does the design convey a sense of freshness or a concept created along new or unconventional lines?
10. The Balloon Figure entries will be judged in the five categories listed below. Each category will have equal weight with criteria as follows:
1. Originality & Creativity: Does the figure convey a sense of freshness or newness of style? Was it created with a new technique?
2. Mechanics: Is the figure stable and durable—will it withstand normal handling? Are all mechanics hidden? Do hand-drawn and hand-lettered elements have a professional finish and appearance?
3. Quality of Likeness: If the figure is supposed to be Santa Claus, does it look like Santa?
4. Balloon Manipulation Skills: Was a high degree of difficulty used in the creation of the piece? How precise were the techniques used?
5. Adherence to All Rules, Regulations, & Guidelines: This includes time deadlines for construction, completion of Entry Forms, preconstruction guidelines, etc. (This category will be evaluated by the WBC Competition Officials, not the Official WBC Competition Judges.)
Terms & Conditions
1. Applicants, upon acceptance of their entry by the WBC, become WBC 2010 competitors.
2. If a competitor is disqualified because of his/her failure to follow the rules, regulations, terms, or conditions, the competitor shall not be entitled to a refund of the entry fee. Their rights to display shall be forfeited immediately; however, it is at the discretion of the WBC as to whether or not the entry will be displayed. The WBC shall not be liable to the competitor for the competitor’s expenses.
3. In the event that because of war, fire, strike, government regulations, public catastrophe, act of God, the public enemy, or other cause, the competition is prevented from being held or is canceled by the WBC, the WBC shall refund to the competitor the entry fee paid by the competitor. The WBC shall not be liable to the competitor for any of the competitor’s expenses.
4. Neither the WBC, nor the Headquarter Hotel or any of their officers, agents, employees, or other representatives, shall be held accountable or liable for, and the same are hereby released from accountability or liability for any damage, loss, harm, or injury to the person or any other representatives, resulting from theft, fire, water, accident, or any other cause. Neither the WBC, nor the Headquarter Hotel, will obtain insurance against any such damage, loss, harm, or injury. All property of the competitor is understood and agreed by and between the competitor and the WBC to remain in the competitor’s custody and control by transit to and from the Headquarter Hotel.* It is understood between the competitor and the WBC that the WBC provide an opportunity for the competitor to display his/her entry to persons attending the competition. The competitor understands and agrees that the WBC cannot guarantee either attendance, sales by competitors, or climatic and other conditions outside or inside the Headquarter Hotel.
5. The applicant hereby agrees to indemnify, defend, and protect the sponsor/producers of the WBC and the Headquarter Hotel against, and hold harmless from, all claims, demands, suits, liabilities, damages, losses, costs, attorney fees, and expenses which, by nature, might result from or arise out of any action or failure to act of the applicant or any of its officers, agents, employees, or other representatives, including, but not limited to, claims of damage or loss of property, or from or out of any damage, loss, harm, or injury to the person of the applicant or any of its officers, agents, employees, or other representatives.
*Competition judging and photography will take place at random times and may require moving of entries within the Headquarter Hotel.
Interpretation and application of judging standards, rules, and scores is at the sole discretion of the WBC Staff. Selection of judges is at the sole discretion of the WBC Staff and will remain anonymous. The WBC Staff will make every effort to ensure a fair, impartial, and balanced competition.
